"Enclosed you will find the statement which synthesizes the thinking of the group of people who are proposing the formation of an Ad Hoc Committee on Ethnic Minority Issues. As I originally discussed with you, I think it would be wise if the Committee were appointed by you so as to demonstrate the Administration's commitment to solving these problems. As I've indicated in previous conversations, I think it quite important that we stay well out in front of these issues. I know from having talked to lots of minorities on the campus that there is a reservoir of goodwill which exists and much positive thought toward the Administration. However I also know that we have to give some leadership to the campus if we ever expect to move forward in this area.
In any event, we are going to meet once again, probably some time next week, to go over the proposal and think about details. I simply want to keep you fully informed...."
